The technique for data collection most used in the Delphi method is the self- administered questionnaire. The following two views of the Delphi method are found in the literature. The first is a more general definition, but Linstone and Turoff (1975) , who are key names in the ‘Delphi’ literature, believed that it provides a good summary of both the method and its objective:
